Forcing drag layer to be non accessible. Setting a touch delegate makes a view to become accessible, if its set to auto. This was making drayLayer accessible causing Talkback to speak out every item on the draglayer when window focus changes am: 4829a88ed4 Change-Id: Ief42bc46b4e9eb0709b3a58c09e4c62e9b9fa8be
